A portal is the same building block in both namespaces: Gov/<lang>/Portal:<Name> and Markets/<lang>/Portal:<Name>. A portal is not just text explanations — it also gathers associated apps, use cases, key stories, stats, and more.

Governance portals now use the same Portal: convention as marketplace portals. <lang> = en + fr (phase 1).
