Proposed formula, to be validated: Foundation need = 100% - 70% × (months of provision covered ÷ 3), effective multiplier = ×100 × Foundation need. A Foundation need of 100% means the money is missing and the multiplier is full. Once the monthly need is filled, the Foundation need descends fast below 100% (×90, ×80 even for money nominally at ×100). At 3 months of provision the Foundation need is 30%: floor ×30, never below. The provision is the last figure of the system: it drives the Foundation need.
