Governance Structure — Gov namespace

The Gov namespace holds many thematic portals (open list), parallel to the Markets namespace, using the same Portal:<Name> convention. Each carries the /<lang>/ segment (EN + FR in phase 1). Onboarding & Help is portal #1. Legal & Compliance and Trust & Safety are kept separate. — See the Portal Model for the key elements inside any portal (apps, use cases, key stories, stats…).
📌 Embedded order for this whole page family: when each of these pages is created on MediaWiki, it must carry 5–10 lines of starter content ("Here is a first content idea for this page"), giving the intention, the context, and a link to the general pages — so Théo can then edit directly in MediaWiki. Where content was already dictated and refined together, that content is used instead of the generic teaser.
